Second meeting of the intersectoral working group from Zenica-Doboj Canton

The second meeting of the Intersectoral Working Group for the Improvement of Secondary Vocational and Adult Education in accordance with the needs of the labor market of Zenica-Doboj Canton (ZDC) was held at the Tarčin Forest Resort Hotel.

The meeting was attended by representatives of partner organizations and institutions from Zenica-Doboj Canton: Chamber of Commerce ZDC, Ministry of Education, Science, Culture and Sports ZDC, Ministry of Labor, Social Policy and Refugees ZDC, Pedagogical Institute Zenica, Aktiv of Directors of Secondary Schools ZDC, Council for adult education ZDC, Tax Administration ZDC, and the companies Medena Commerce Tešanj and Arcelor Mittal Zenica.

On the first day, after the introductory words of the President of the ZDC Chamber and the Assistant Minister of MONKS ZDC, the work in groups resulted in the presentation of the shortcomings and quality of adult education in economic entities. They also talked about the employment status of training participants, competencies over informal trainings, quality examination centers, regulations on urgent labor market needs, lack of information on labor force competencies of required labor markets, selection of training candidates, quality of training, misuse of terminology, etc.

On the second day, the participants discussed the practical teaching of secondary vocational school students, insufficient promotion of vocational schools and the professions they offer, irregularities in legal regulations regarding insurance of students in practical classes, payment of fees and costs of  meal and transportation, and the like.

At the end of the workshop, the participants talked about the next steps, as well as obstacles and possible solutions for harmonizing the knowledge of professional work. Mr. Almir Sivro from the Pedagogical Institute in Zenica mentioned, among other things, the problem of young people’s lack of interest in enrolling in vocational schools, and the problem of dual education in Bosnia and Herzegovina.

Ms. Snježana Đuričić from the Helvetas Moja Budućnost Foundation talked about the issues of the advantages of young people who complete vocational schools; mentioned the importance of promoting good practice, fees and rewards; insurance problem; time of signing the contract; and it was suggested to review the costs of practical training.

At the end of the meeting, during the presentation of final words and conclusions, the participants also discussed possible criteria that affect the choice of school from the perspective of students and parents.

The aim of this working meeting is not only to point out shortcomings, but also to present quality conclusions, identify good practices and offer recommendations that, if applied, could contribute to a more adequate functional arrangement and implementation of practical classes.
